Welcome to our Applicant's Corner where you may find useful information before completing our eApplication and information on what to expect regarding your application from the Scholarship Office.
Due to the extremely high volume of applicants to staff ratio, it is our hope that the Applicant's Corner will help streamline the process of obtaining financial assistance from CSO and prevent the high number of errors on application causing delays and or denials. Applicants are highly encouraged to go through this section and ensure that your application process is completed correctly with accurate information. This will allow CSO to efficiently and accurately process your application, request, and disburse your awards on a timely manner.
What I MUST know before I start the eApplication?
Every information we ask in the eApplication is crucial to how our program is operating, funding priority, and the efficacy of the processing of these awards. All decision made in regards to the types of scholarships and amounts are data driven and heavily contingent upon the availability of funds; hence, the need for accurate answers to our questions in the application is crucial.
- Selecting the correct Type of Program is crucial for each program has different criteria, hence a different list of supporting documents. Please STOP here and click on the Type of Programs and identify the right program that fits your needs if you are unsure.
- In addition to Type of Program, an Application Type also list a different list of supporting documents, please select one of the following that applies:
- NEW - You never received funding from the CNMI Scholarship Office or moving to a different program (e.g.: moving from EAP Base Grant or GSSL or from CCAG to EAP Base Grant).
- ONGOING - You have received financial assistance in any of the terms in academic year 2019-20.
- RETURNING - Did not receive financial assistance during academic year 2019-20.
- Statutory requirements of applicant:
- Must be a United States Citizen;
- Must be a registered voter in the CNMI; and,
- Must be a Commonwealth of the Northern Mariana Islands (CNMI) resident for three consecutive years prior to enrollment, 2017, 2018, and 2019.
How to Complete the eApplication?
PART A. STUDENT Personal Information
Create a Student Profile
Create a Username and Password. CSO is not permitted to share information with anyone, including your parents, spouse, children etc. without your written specific consent. Who you share this information and give access to your information is solely your responsibility. CSO staff will never ask you for your password; however, we may be reset the password upon your request. Please screenshot the error that pops up and forward to us as soon as you can.
You may change the information in this section at any time. We highly recommend you keep it updated so that CSO can communicate with you efficiently.
PART B. PARENTS Information
Minors are required to fill this section. Applicants below 24 who are still dependents of their parents are encouraged to complete this section.
PART C. INSTITUTION INFORMATION
PART D. Authorization (only for pickup of awards)
This section is only to authorize any individual to pickup checks from our office no behalf of the recipient. The authorized representative must provide a valid government issued identification when claiming the award on behalf of the recipient.
PART E. RELEASE OF INFORMATION
This authorizes CSO to release the following applicant or recipient information:
- Full name
- Mailing address or email address,
- Field of study,
- Type of Degree
- Expected date of graduation
The release of information is for the sole purpose of employment, job placement, or financial assistance opportunities and CSO agrees not to share any personal or private information outside of what is allowable by applicable laws. The information will also be used in reporting to the Governor, Lt. Governor, and Presiding Officers of the Legislature.

I understand that failing to complete this form, provide documents asked, or falsify any information provided, I will not receive financial assistance. How do I know if I successfully completed the application?
The last column should say "Finalized"... see clip below.
What happens after I click on "Finalize"?
You will receive a notification from us saying "Please note that your scholarship application for NAME OF INSTITUTION submitted on DATE SUBMITTED & TIME SUBMITTED has been updated to the status, Application Accepted". Each time there is progress to your application, your status will change. The following are types of status. Please pay close attention to what each status means to prevent confusion:
After you click on the "Finalize" button, CSO will be notified that you have successfully submitted an application and we will have access to it to process.
Pending Supporting Documents
A display of list of required documents to determine your eligibility will be displayed based on the 1) program you selected and 2) application status. A check mark indicates you have submitted this requirement and an "X" means CSO has not received this document and will not process your application until all required list of documents are checked off.
CSO has received all your required documents to evaluate your eligibility for the program you have checked off. Normally (aside from Sept 15-30) all application packets complete this week will be reviewed by following week anywhere from Monday - Wednesday). Please click here for a complete list of supporting documents for more information.
Your review was completed and you were found eligible for aid you are applying for. A collective check request of all application approved this week will be processed on the same request. This is normally processed on Fridays and dropped to the Department of Finance for processing.
IMPORTANT This is when you visit our form section and download the appropriate Memorandum of Agreement for your program, have it notarized and e-mail to firstname.lastname@example.org in PDF format only. JPEG format or distorted copies will not be accepted. A free notary public is available at the Scholarship Office for your use.
Your review was completed and you were found ineligible for aid you are applying for or you did not submit all required supporting documents by established deadlines. Your portal status will be changed a formal denial letter will be forthcoming via the e-mail detailing your appeal rights should you not agree with the Administrator's decision. You have 15 calendar days to submit an appeal to the Chairperson of the Board of Directors.
In the event you appealed, CSO staff are no longer permitted to discuss/communicate with you regarding your current application and its status. You will have to work directly with the Board of Directors or their assigned secretary. This is an advise given to us by our legal counsel.
Applicant was denied and submitted an appeal to the Board of Directors within the approved timeframe. This means the BOD still has the matter and have not made a decision on the matter. Next status will be "Decision Affirmed" or "Decision Reversed"
Your appeal was reviewed by the Board of Director Committee on Appeals and agree with the administrators decision based on supporting documents.

Award Being Processed
CSO has submitted our check request (off-island and on-line applicants) or request for wire transfer of funds (Northern Marianas College and University of Guam applicants) to the Secretary of the CNMI Department of Finance. CSO does not have control hereon and we await their processing time and disbursement.
Off-island & On-line applicants: CSO will pick up the checks and immediately begin processing. Processing involves making copies of the checks, imputing check information into our system, generate mail merge Check Acknowledgement Letters (signed by students/ authorized representatives upon picking up on checks), Administrator signing all letters, verifying if applicants have submitted their memorandum of agreement, and schedule a time for to begin disbursement ensuring all the above tasks are done. Staff will not release any check if we do not have an MOA on file for the current year - no exception.
Northern Marianas College & University of Guam applicants: CSO has received confirmation from the CNMI Treasurer that the wire transfer has been completed. CSO then forwards a confirmation to your institution. Keep in mind that your scholarship will pay for your student account first but you will be reimbursed (on your institutions time) with the remainder after your tuition and dues are paid. All students must communicate with your institution finance office regarding their schedule of disbursement which CSO has not control over. This process enables you to receive a 1098-T form at the end of the calendar year from your institution and may be used to file with your annual taxes.
The applicant/recipient or his/her authorized representative have picked up the check from our office.
The application was processed, a check was requested, but the check was not released and was canceled due to any of the following reasons:
- Applicant decided to decline the scholarship/loan;
- Scholarship/Loan was not claimed within sixty days of printing and the check was canceled and funds were de-obligated. This action is final.
If the applicant is a graduate or post-graduate student applying for a Loan under the Graduate School Student Loan (GSSL) Program, you are required to complete your compliance process for awards you received while pursuing an undergraduate degree. Please call (670) 664-4752 or email the Compliance and Repayment Officer to begin this process. You will need to submit the following documents for your clearance:
- Sealed latest official transcript1 showing the degree you conferred, major, and date of graduation;
- Graduate Form; and,
- Employment Verification from all your employers in the CNMI after graduation.
Should you encounter problems while using the online portal and you receive an error, kindly copy the entire url and the text in error box (if any) and forward it to email@example.com so our IT can know exactly what is the issue is.
