List of Supporting Documents

Beginning in Fall 2022, to speed up an applicant’s review process, all supporting documents must be submitted as a packet.  Packets must be complete upon submission – incomplete packets will not be accepted. 

Determining eligibility relies heavily on supporting documents.  To efficiently review an applicant’s eligibility for financial assistance, he/she must carefully select the appropriate application type (NEW, ONGOING, or RETURNING) to effectively determine the types of documents needed for the review.  Selecting the wrong application type and Program Type will result in a delay in the processing of any awards.

*Please note your PACKET will not be reviewed without an application.

*The Online Application deadline is Saturday - July 1, 2023.

*The deadline for submission of your CSO PACKET is Saturday -September 30, 2023.


 CSO PACKET CHECKLIST (compilation of all supporting documents listed below)

NEW APPLICANT (First-time applicant, never received aid from CSO)
  1. Acceptance Letter 
  2. Official Transcript (e-Script must be e-mailed directly from your school (high school, college, or university) to the CNMI Scholarship Office to awards@cnmischolarship.net only)
  3. Class Schedule (enrolled in 12 or more credits or what your institution deems full-time)
  4. Proof of Major (Should be provided within your acceptance letter, official transcript, or class schedule.)
  5. Proof of Citizenship (Valid copy of a U.S. Passport or a birth certificate accompanied by a valid government-issued ID)
  6. Proof that you are a CNMI Registered Voter (A copy of your voter’s card or Voter’s Certification Report, please see details at the bottom of this page.)
  7. Proof of three (3) years of consecutive CNMI residency for AY 2023-2024 are 2020, 2021, & 2022; proof of residency years required is subject to change based on each academic year. (Please see details at the bottom of this page.)
ONGOING APPLICANT (Applicant who has received aid in the last Academic Year (AY) 2021-2022)
*Example: A recipient who was awarded in Fall ’22; but not awarded in Spr. ’23, and is applying for Fall ’23 is also considered an ONGOING applicant.

  3. Class Schedule (enrolled in 12 or more credits or what institution deems full-time1)

RETURNING APPLICANT (Previous applicant who has NOT received financial aid in the last Academic Year (AY) 2022-2023)
  1. Acceptance Letter

  3. Class Schedule (enrolled in 12 or more credits or what institution deems full-time1)

*Note: Official Transcripts must be sent to CSO directly from your educational institution.  Opened envelopes or transcripts sent from the student will be considered unofficial transcripts and are not acceptable.


You can submit your PACKET (compilation of all supporting documents listed below), in one of 3 ways:

1. Click on this link to access your CSO Portal to confirm which documents need to be submitted, and send an electronic copy of your PACKET in pdf format for submission to awards@cnmischolarship.net.

2. Mail your PACKET to the following address:

Once your application packet is approved, you will receive an email from our office notifying you of your approval.  You can then download and print the updated Memorandum of Agreement (Promissory Note) for AY 2023-2024 from CSO Forms.  Your next step will be to have it signed, notarized, and submitted upon receiving your award. 


Voter's Certification Report (VCR) will satisfy #6 & #7 if you cast a vote in the 2022 election or registered to vote after the 2020 Election.  If your Voter's Registration Card is dated before 2022, you must submit a VCR or updated card.

Examples of acceptable documents to prove CNMI residency:

  1. CNMI annual 1040 (applicant must be either listed as taxpayer or dependent);
  2. Employment Verification;
  3. Transcripts;
  4. Military orders;
  5. Voter’s Certification Reports (VCR); and/or,
  6. Certified Medical/Dental visit dates may be used to prove residency.

The following Supporting Document Guide is to be used for all programs, except for the Nursing School Scholarship and WICHE Professional Exchange Program (PSEP, to assist applicants to determine which supporting documents he/she MUST submit to determine their eligibility.

Only Marianas Employees Financial Aid (MEFA), Commonwealth College Access Grant (CCAG), Prior Learning Assessment (PLA), and Graduate School Student Loans (GSSL) may receive prorated funding for part-time enrollment of 1-10 credits.
